Louis André Mourgues was born in La Crau in the Var in 1886. He came to settle in Sainte-Maxime as a painter of letters but his passion for oil painting and watercolor pushed him to realize his ambitions.

He left us numerous paintings from Sainte-Maxime, Saint-Tropez, including many seascapes. On February 20, 1929, he received the Academic Palms of Fine Arts.

The Order of Academic Palms, or Ordre des Palmes académiques in French, is a French decoration that recognizes people who have made significant contributions to education, science, or the prestige of French culture. The decoration is given to distinguished academics, teachers, and others who have made valuable contributions to these fields.

The Order of Academic Palms was established in 1808 by Napoleon Bonaparte to honour important educators at the University of Paris. It is the oldest non-military decoration in France and has three ranks: Chevalier (Knight), Officier (Officer), and Commandeur (Commander). The French Prime Minister bestows the decoration upon recommendation from the French Minister of National Education.

He participated in numerous exhibitions in the South of France. A few decades later one of his paintings was selected to decorate the liner France. He died in Sainte-Maxime in 1962.
